Two South Florida residents charged with elaborate ATM scam using stolen cards

Police arrested a South Florida couple in North Miami Beach on charges related to card‑skimming theft. The arrests were made on Tuesday, June 4, 2026, after evidence gathered by detectives revealed a sophisticated scheme involving the use of a skimming device at a CVS Pharmacy ATM on May 22.

Norvys Colmenares Zambrano, 46, was identified on surveillance footage using multiple debit cards at the CVS ATM located at 1825 NE 185th Street. Video showed him handling cards that appeared to be stored in a wallet with separate compartments for used and unused cards.

Investigators discovered a pinhole camera skimming device on the couple’s kitchen counter, along with 143 credit, gift, and prepaid cards, of which 132 had been re‑encoded. The theft was reported by a victim who had found five unauthorized withdrawals from an ATM.

Zambrano and his partner, Janckeily Guerra Machado, 29, were living with a child at an apartment in northwest Miami‑Dade. Both individuals are Venezuelan nationals who entered the United States without legal authorization.

The U.S. Department of Homeland Security has been notified. Anyone who believes they may have been affected by the skimming operation is urged to contact North Miami Beach Police. Both suspects remain in custody on an immigration hold as of Thursday afternoon.
