Detective arrests single suspect after uncovering large illegal dump in Redland.

Miami‑Dade Sheriff’s Office detectives arrested Walter Afitt Garcia, 48, on a felony littering charge and a misdemeanor for failing to obtain an environmental permit. The arrest occurred Wednesday at an alleged illegal dumping transfer station located at 13105 SW 199th Ave. in the Redland area of Miami‑Dade County.

Garcia was caught after a detective observed a dump truck driver unloading landscaping debris onto the property. The driver reported that Garcia, identified as the site’s “dump supervisor,” opened the gate to allow the truck in for the day’s job. The driver also claimed that both he and site owner Manny Dorta, 39, were paid to dump at the site, despite no permitting for solid or yard waste.

A search warrant obtained by authorities revealed 418,388 cubic feet of debris, consisting of plastic, pipes, metal, and Styrofoam. The volume would fill more than 175 standard 40‑foot shipping containers and several Olympic‑sized swimming pools.

Garcia’s existing bond status includes pending charges of aggravated battery with a deadly weapon, domestic battery, and battery on a law enforcement officer from a July 9, 2025 incident at his home. He remains in custody at the Turner Guilford Knight Correctional Center.
