Miami-Dade officials postpone decision on Kelly Tractor proposal

Miami-Dade County commissioners postponed a vote on Kelly Tractor’s proposal to expand operations outside the county’s Urban Development Boundary (UDB) on Tuesday. The family‑owned company, which has operated in the area for 93 years, cited the need for additional space to accommodate future growth. Owner Chris Kelly said the company has sought to comply with county requests and has invested time and resources in the process.

The expansion would require removal of 247 acres of agricultural land within the North Trail Basin, an area that contains wetlands of regional significance for threatened species such as the Florida bonneted bat and the federally threatened wood stork. Environmental advocates argue that the wetlands serve critical flood‑mitigation and water‑purification functions for the county.

Commissioner Danielle Cohen‑Higgins expressed concerns about the application’s reliance on a text amendment, which bypasses the more rigorous UDB‑relocation process. She warned that similar future requests could undermine the UDB’s purpose. Other commissioners indicated support for the company’s investment but highlighted the need for consistent regulatory oversight.

The next vote is scheduled for June 2. Miami‑Dade County officials have not confirmed any county employee directed Kelly Tractor to use the text‑amendment approach and are reviewing the company’s claim.
